It ensures the effectiveness and quality of the Operational Programme implementation Monitoring Committee Establishment ROP ERDF 2014-2020

 


Pursuant to art. 47, paragraph 1 of Reg. (EU) 1303/2013, the Monitoring Committee is established by a formal act within three months from the date of notification of the approval decision of the Programme in accordance with the institutional, legal and financial framework, in conjunction with the Managing Authority. The Monitoring Committee is the body that oversees the implementation of the Regional Operational Programme 2014-2020 ERDF, in accordance with the instructions contained in Reg. (EC) 1303/2013, and was established by the Regional Government with DGR n. 1714 of 4 September 2015. The Committee is chaired by the Vice President and the Regional Councillor of productive activities, cooperation and tourism or, on his behalf, by the Deputy Central Director of productive activities, trade, cooperation, agricultural and forest resources and manufacturing area.

 

Functions of the Monitoring Committee

Under art. 49 of Reg. (EU) No. 1303/2013:

 

The Monitoring Committee shall meet at least once a year to assess the implementation of the program and progress made achieving its objectives. In this respect, it takes into account the financial data and common and specific indicators of the programme, including changes in the value of result indicators and progress towards quantified target, as well as the intermediate targets set out in the effectiveness framework of the implementation of article 21, paragraph 1, and, where appropriate, the results of the qualitative analysis.

  1. The Monitoring Committee shall consider all issues which affect the results of the programme, including the results of tests on implementation effectiveness.
  2. The Monitoring Committee shall be consulted and, if appropriate, it gives an opinion on any amendment of the program proposed by the Managing Authority.
  3. The Monitoring Committee may make observations to the Managing Authority on the implementation and evaluation of the programme, including actions to reduce the administrative burden on beneficiaries. The Monitoring Committee shall monitor actions taken as a result thereof.

  4. The functions of the Monitoring Committee are also set out in art. 110 Reg. (EU) No. 1303/2013. 

 

Composition of the Monitoring Committee

Under art. 48 of Reg. 1303/2013, the composition of the Monitoring Committee is decided by the Member State, provided that it is composed of representatives of the competent authorities of the Member States, as well as intermediate bodies and representatives of the partners referred to Article 5 of the Regulation. The Commission participates in the work of the Monitoring Committee in an advisory capacity. The Monitoring Committee is chaired by a representative of the Member State or the Managing Authority.
